The Council of Five

The Council of Five was the group of supervillains that controlled the world.

When the supervillains got rid of the heroes and took over the world, they split it into five pieces, each controlled by the "heads" of the five families. The Professor got North America and South America, Adam One got Africa, The Future got Europe, The Emperor got Asia, and Mister Rictus was left with Austrailia. From behind the scenes, The Council of Five ran the world. They also ran the Fraternity, a group made up of supervillains that played a part in the takeover of the world.
